Menoth's metal stops it all and is reduced, dropping another obstacle on top of the one that was already there.
Billy's metal stops some and is reduced and the plastic takes the rest. Obstacle is dropped.
Both are now at zero - no need for control rolls as both have stopped moving and both have already fired this turn.
Both need a 3 or better to avoid concussion. Menoth rolls a 1 1 and is stunned for one phase (no effect - can't change speed again this turn and has already fired).
